Part of the problem could be attributed to large superfunds (AusSuper for example) for lending out their shares to shorters because they can make $$$ for doing so.
They need to keep making $$$$ for their super members so it becomes a vicious circle between large funds and shorters. But yes you're right we need a very big catalyst to break out of this holding pattern.
Remember large funds are investing for the LONG TERM not short plays.
