Low volume simply means low volume. No buying and no selling.
My guess is that for the meantime at least, the broker charged with the job of acquiring X-million shares, at X-average price, has exhausted available supply within the range necessary to deliver to their client said average price, and runs the risk, if buying continues, of pushing up the price (assuming said client still wants stock).
Clearly over the last month, a program of tactical SP control has been in force in order to get this parcel of shares. What I have seen. at least IMHO, has been an almost robotic (no pun intended) acquistive pattern. Its patently unfair, ought to be outlawed, yet higly effective. If you know how to read the signs however, life gets a bit easier for the average punter.
In order to aquire more stock now, the above parties will have to either short their own stock, or sell their own stock to themselves. Once supply gets a bit thin, this practice is meaningless.
