and yet Phylogica chasing these targets for years having a current deal with one of the listed the companies and earlier deals with the other two still haven't been able to ink anything even vaguely close to those mentioned in the article ?

2013 I think we called "Make or Break 2013" in the last days of December looking at how things where standing & with the possibility the CN's would turn sour.

Hopefully the year ahead is better & they do get some meat around the bones but right now it seems like just wishful thinking ?
