There is a whole industry of victimhoom and people making significant coin from the misery of our Indigineous people. So far nothing has worked, so this is the next phase which will make the problems worse as they will be segregated and itwill cause angst as the people representing need to be chosen. It will just cause a bigger divide and the rivers of gold that flow to the perpetuators of victimhoom will continue, while victims become more institutionalised as victims.
The only true way to fix is at a local level, not in Canberra. It will take a while and it needs real issues to be addressed.
