I'll answer.
It's not about the ground. It's about the vanquished seizing power and setting in stone privilege based on long-service.
Anybody not part of the colonialisation should also have their own special voice to Parliament - say all descendants of migrants post-1901. Or how about descendants of veterans who fought and preserved the Continent from what might have inevitably occurred during WW2.
If the Govt. wants a better consultative process, go for it and legislate it. There is no need for constitutional change and opening a Pandora's box for reparation/treaty et al.
In 21st C terms, they were "disrupted" - we might as well give special privileges to the horse and cart or the abacus.
