I think the coalition try to use the ABCC and fines to controls the unions and minimise their excesses. It worked for most unions but the CFMEU was one of the most militant unions and continued to break the law and was happy to pay the fines.
the big issue was Albo decided to stop the fines and allow the CFMEU to do what they like. The results of giving the CFMEU what they wanted, might end up backfiring on them in that the CFMEU might end up with a regulator that has much more power. Who can put more corrupt people in jail. Albo might end up destroying the CFMEU. That would be justice.
