The policy was "race based".
(hilariously, asking someones indigenous status on almost every single official document is a "race based" policy, but thats different right?)
And to help them be completely unbiased, they will stop recording the indigenous status of people who are hospitalised or otherwise harmed due to alcohol.
Then no one will know!
