aboriginals living on reserves dont privately own their land, it is held in government trust, residents cant build or farm the land without beaurocracy and community meddling, aboriginals in town mostly rent, because their land was stolen very few have inherited land or property, they were only allowed to vote and join the mainstream economy in the late 60's so no suprise they are on the bottom rung.
