Who would know, there is an acceptable test but it is very open ended to be honest. The whole Voice premise is an absolute bad idea dreamed up by élite indigenous reps to start a path to treaties and reparations. Initially it was just recognition in the constitution but now it’s a full blown special privileges proposed law for one group of Australians over the others. Only the gullible, naive and apologists will vote for such a divisive piece of proposed legislation in our constitution
