Hmmm...maybe he should worry a little more about fulfilling his countries obligations to international oil companies re decrees so that his country can actually find some oil before he worries about how its going to be spent.Given the sporadic nature of approvals lately in Senegal,I suspect the second proposition is actually the problem.
