Offically palestine is part of isreal - therefore if isreal wantss to build a wall in its territory as an anti terrorism measure - then the idea of the US "first strike" policy should have precidence at the UN - anyway the measure was vetoed by the USA - therefore the UN vote failed to be passed as simple as that.
