The elephant in the room is that Argentina is the most corrupt country I have ever lived in. (No, I never lived in India, China or Russia etc etc.) OK, so I lived there during the last days of the military dictatorship, and some things have changed, but these latin American countries are not normal, things are not done in a 'normal' way that we are accustomed to here in Australia. Just because JEMSE is getting money does not mean it is being shared out to the people of Jujuy in a fair manner. I am not alleging they are corrupt either, I'm just saying you can't assume anything over there.
