Just a little more to add on the subject of water requirements for the plant - the following comments are drawn from the Olaroz project NI43-101

7.5.1 Demand Water supply requirements for the Olaroz Project are projected to total 20 l/s and consist of the following components:
 high quality fresh water: 4 l/s
 brackish process water: 10 l/s
 contingency: 6 l/s

and then from the discussion in 7.5.3 (the bolding is my emphasis)

...the groundwater through-flow in the Rio Rosario flood plain sediments is estimated at 38.3 million m3 /a. The project water supply requirements are approximately 631,000 m3 /a, or less than two percent of the annual groundwater through-flow.

The drainable porosity of the Rio Rosario basin sediments is assumed to be 10 percent, so that the groundwater storage in the Rio Rosario basin is on the order of 4,800 million m3 . The total project water consumption over a 40 year mine-life is approximately 24 million m3 or less than 0.5 percent of all groundwater in storage.
