"It is because I saw God face to face,and yet my life was spared.”
Jesus says, if you have seen me you have seen the Father and THEN he explains HOW.
14:10 - Believest thou not that I am in the Father, and the Father in me? the words that I speak unto you I speak not of myself: but the Father that dwelleth in me, he doeth the works.So Jesus is clearly saying, that by hearing the words of God, your have seen him.
He also says else where, He that is of God hears God, He that is of God has seen God = saw and heard the word of God.
Gen 16:11,13 - And the angel of Yehowahsaid unto her, Behold, thouartwith child, and shalt bear a son, and shalt call his name Ishmael; because Yehowah hath heard thy affliction.
Then she called the name of Yehowah who spoke to her, “You are a God who sees"; for she said, “Have I even remained alive here after seeing Him?”So right here we see the angel speaks to her and she later refers to the Angel as Yehowah God, seeing him.
In Judges 2:1-5, you have an angel speaking in the first person, as though they are God and saying it was them in the following;
Ex 20:2 - Iam Yehowah thy God, which have brought thee out of the land of Egypt, out of the house of bondage.
Then we see in the NT, we are warned to be careful as to how we treat strangers as you might be speaking to an angel, unawares.
So, from that brief as there is much, much more, you should be able to put two and two together, with reference to your quote.
Wrestling with an angel and like the above, says he has seen the face of God = Simples.
But literally seeing God = no.
John 1:18 - God no one has seen ever yet; only begotten God, the being in the bosom of the Father, He has made him known.
Begotten = once was not, this is after the cross, exalted and glorified etc, ruling for the Father until death no more, when he then hands over the Kingdom to the God and Father and is then subject to him that put all things under him.
