Tender:

classified datasets and derived post-processed digital datasets covering an area of
approximately 310 sq kms (across the Newcastle local government area).

2 The confidential attachment relating to the matters specified in s10A(2)(d) of the
Local Government Act 1993, be treated as confidential and remain confidential until
Council determines otherwise.
3 Council not accept the aerial component, Part 1, of any tenderer.
Instead Council enter into a single source contract for a two year licence agreement
with nearmap.com for Part 1 of the supply of orthorectified (to scale) aerial imagery
for the amount of $55,000.00.

Maybe its because Councils and Governments can trust Nearmap's integrity that it wont attempt to steal the contractors IT and it will keep confidential those matter which are required to be kept confidential whereas other competitors might have substantial reputational issues to overcome?
