My understanding of this is GSK will be able to produce 190 million courses from the end of 2009 ie from the start of 2010 they can make 190 million over a year if required.
If you look at page 34 of this link it explains GSK's response to flu pandemic
"-Contracts to supply Relenza to >60 governments -Annual production capacity of 190m treatment courses by end ‘09 -Increasing production of Diskhaler; building new capacity for Rotacaps"
