Decommissioning a coal plant should be relatively straight forward. Regarding the issue of changing ownership, look no further than mining operations, where it is situation normal for an operation to change hands many times over its life. Again, proper oversight and having bonds in place seems to work well enough in the majority of cases.
Storage of nuclear waste doesn’t particularly concern me. We are a huge, geologically stable land mass, with millions of square kilometres being relatively sparsely populated. If we can’t manage the process here with all those advantages, then where?
