I've only been doing this exploration stuff since 1969 and I can assure you that no exploration, phase 3 or otherwise, is infallible.
Sometimes you get lucky, sometimes you don't.
The only way to improve the odds is to get really good people who know what they are doing and I don't see too many of that sort here.
