What’s the benchmark in the REE industry. Cost over runs and missing production targets seems pretty standard to me.
Not sure theres any large scale (11Kt+) RE plants built on time and on budget that have met their production targets. But then there’s only ever been two built to date. Unfortunate risks investing in this space.
