    "that it must consider that representation" is the accurate and most important term. it does require "good faith" and a willingness to consider. only severely biased, defensive or deliberately;y ignorant people would not consider such representations.

    clearly you do understand the "procedural fairness" that is required. perhaps this can be reflected in posts other than to myself.

    if people/posters can recognise the reality of the situation in one context, its only sensible to continue that recognition in other contexts. and "having a formalised power to influence government policy (where none previously existed) shouldn't be underestimated." must be estimated in light of that recognition. Procedural fairness means also that the Voice will have defined limitations. these limitations are identified in the Explanatory Memorandum that accompanies the referendum bill which defines the terms that the High Court must consider if any matter comes before them.

    those limitations are legal once the legislation is successfully passed and implemented.
