Generally for really critical systems people will look for service-provider redundancy. i.e. not relying solely on NextDC facilities in case there's an outage of some shared component (e.g. some protection system NextDC uses that all DCs are dependent on).
So, there's a possibility that they will colo Azure between NextDC and Equinix facilities. Excluding those news articles it's tough to see who they've gone for. Both NextDC and Equinix have expanded capacity in their Sydney facilities.
Tough to tell how MS would go there though, it's new territory for them.
Hint hint; Someone should book at tour at the Sydney and Melbourne facilities and see what's going on there.
