I think this refers to my earlier point that clients are wary of data storage owned by US firms because they *may* be required (no one is sure yet) to open the data to US intelligence monitors. The topic has enough concern that Verizon recently tried to talk it down that risk, but not convincingly. Thus, "data sovereignty" may be a competitive advantage for NXT vs US-owned data storage sites, even those located in OZ.
