Any educated Cambodian will tell you that the biggest beneficiary of our aid is Hun Sen himself. He also shuts down newspapers and other media outlets, and has his opponents arrested or murdered.
I bet our Canberrians never spent any time in Cambodia (except for Angkor Wat and maybe the whoring bars).
