Good point on the anti-competitive regulation, who would be the enforcer on the two.
I also suppose with any anti-competitive intervention - it would depend on whether the two would then have the power to play around with commodity prices, too some extent (mining) they are at the mercy of the market forces.
They might be able to fiddle with production to influence prices, maybe to affect prices, but how does this differ from OPEC.
There are other big miners out there like CVRD that would keep them honest anyway.
