Am I missing something enormous here? How is PLV OFF-TRACK? All I see here is the failure to meet a deadline... a delay. I didn't read anything in the announcement about all bets being off. If I were in TS's position and my negotiating counter party did not respond by the deadline I'd set my first move would be to visibly proceed with my previously announced plan B. Not to do so would be to lose all credibility in the negotiating process, it would suggest that a bluff had been made and it was successfully called.
If the counterparty had indicated it was no longer interested I am fairly confident the announcement would have indicated this.
