to blame NT gov for the delays when the company took over a year to prepare the supplement, including several months after they said they had all information they needed seems offtrack to me.
despite what to me is an unbelievably long time and managements confidence in the document, they appear to have gone backwards from where they were 18 months ago. to me the choice is between incredible incompetence or they are deliberately dragging things out because they know they won't get finance.
