No, people virtually never grow their own tobacco. It's odd that you would highlight this problem as though it was somehow a positive.

Even when tobacco is very expensive and it is legal to grow it, smokers very very rarely do. There are many reasons for this, including the fact that it's time consuming, requires far more skill and the right equipment. If you get it wrong you end up with something absolutely horrid to smoke. Actually, unless you get it absolutely spot on it's pretty terrible. Even the cheaper commercial tobacco is terrible.

Marijuana on the other hand is extremely easy. You can literally just throw seeds around in the garden and it will grow into something pleasant to smoke (at least to those who like dope). You'll get a much higher yield in a shorter time if you do it right, but the quality is fine even if you have absolutely no clue, and with any clue at all you very easily get a large quantity to supply yourself, all your friends and if there's a market for it, a good number of customers. This is why all these stoned out pot heads do it, and why the plant is literally called weed.

Regardless of legality or price, home grows are very popular with weed, largely because it's just so easy. Making it legal will only encourage home growers and crash the price (much to the delight of stoners, but it's not going to allow the commercial weed world get far).

In this way, the marijuana industry is self defeating. To be possible it needs to be legal. If it's legal, no one is going to buy it (from them).
