Being a pedant I understand "pump" to be an attempt to raise investor sentiment in the absence of a genuine improvement in company fundamentals, usually accompanied by sudden and unexplained significant buying to give the impression that "somebody knows something".
In this case the news is genuine and valid and does improve the fundamentals of the company.
And a "dump" is not usually a big sudden sell off but a carefully managed slow exit by the "pumper" to maximise the gain while off-loading the shares they acquired during the pump before the herd realises they've been had and nobody knows anything.
