"The proverbial cart before the horse" is the least of my worries.
For Noble to be interested ,the confidence must be very high....I actually take it as a plus.
I agree with KAB approach. With such low capital cost case to bring this to production, they could manage the risk differently. They will however do this at the same time to investigate the option of increasing production or even build its own smelter.
