Don't forget there are plenty of people who rort various systems, most of whom were born here and have WAS (white Anglo-Saxon) background.
There is a reason that most people in prison are WAS - perhaps many reasons including stupidity, over-confidence that they will not get caught (the main reason), the larger percentage of population.... but perhaps also because WAS are less honest and more likely to rort a system when they see its holes.
