One of the spy films used very old tech to store secrets, maybe a Mission Impossible one. If you don't have that tech which is extremely rare now you can't open the files. Floppy disk 9-inch size from memory.
I am guessing an engineer may have other ways of obtaining the files though from where they are stored.
