Imo the news was out a week and half prior. What else
would explain a 30% rise prior to a TH when no other stimulus was present. This wasn't a gradual buying over 1 to 2 week with investors recognizing a drill. It was done in 2-3 days against the overall stagnant state. Seemed someone wanted in fast.... That is why this no leak drills are crap. It protects the inner sanctum wheras the retailers are left in the lurch.
