As far as I can tell, there is no German plan. There are those who claim German policy is cunning plan of the "elites" to destroy Western society. But when there is a choice between incompetence and conspiracy, go for incompetence every time.

Germany (and Sweden especially) have trapped themselves in a perfect storm of well intentioned policies that have paved a path to Hell.

The Eurozone experiment meant nobody controlled the borders because nationalism was verboten.

Germany in particular is suffering from White Guilt due to WWII, therefore nobody has the political courage to control migration lest they be labelled racist.

In general, the political pendulum is in the left/far left part of the spectrum. The populace has become so enamoured with imagined utopias of saving the world they have lost sight of the reality they are creating.

It is very hard for humans to admit they are wrong. When reality conflicts with ideology, humans hold to ideology often to the point of death.

These waves if uncontrolled immigration are just a symptom of a deeper problem. Europeans aren't breeding. They literally can't maintain their own population without immigration. They are the pandas of humanity. Until Europe solves its reproduction problem, everything else is window dressing.
