I think you are right. But the sentiment creates the thin liquidity, that allows the HFT's to do their thing.
They target stocks where there is uncertainty and therefore a lack of buying side pressure. It creates an ideal shorting environment. BUT they are not stupid, they realise that if they take it too far , they risk being on the wrong side of a TO, hence the balancing purchases to remain reasonably neutral
