Older Melburnians with health issues selling up and moving to 'sunny Qld' for warmer weather does not equate to rats leaving a sinking ship. I suspect it's created some issues with the provision of health services in coastal Qld though.
You appear to be unaware that in recent years Melbourne has overtaken Sydney to become Australia's largest city - roughly 5,200,000 and on track to reach eight million people by 2055. That's NOT rats deserting a sinking ship!
It does however explain why Victoria has had to invest heavily in planning for the provision of core public infrastructure including rail, freeways, sports and entertainment precincts, medical-hospital-university precincts etc.
