@Bunn-Wackett; it appears you haven't travelled to any of Victoria's regional centres in recent times.
Near to where I live in NE Vic urban Albury-Wodonga has grown to beyond 100,000 people, Shepparton is approaching 50,000 people despite Abbott's attempt to terminate the fruit processing sector, Bendigo and Ballarat are booming and in the Valley Traralgon is morphing into its major urban centre from which many people commute to Melbourne on a daily basis courtesy of the upgraded electrified train network.
Such things do NOT happen by either accident or chance and Victorians will forever be indebted to Daniel Andrews for his vision and drive.
