Why not build a network of wave farms on the coastline facing the Indian Ocean?
Near each wave farm they could have a wind farm, a solar array and a desalination plant.
The solar arrays might struggle in the early days but once they displace enough fossil fuel generation the smog might clear enough for them to work.
The clean fresh water wouldn't go astray either.
Pretty much the same as what they are planning to do in Mauritius.
