I doubt Auto would like to sit through the efficacy results of Phase 2. There's always a chance, however small, that those results could be not up to scratch.

Another point to take from this morning's CC is Big Russ was saying they have super frequent information sharing events with BARDA, in which BARDA signs off on material events like sub-contracting etc so I can see why Big Russ is a little bit surprised by this curve ball of a stop work order.
