Pretty sure the decent leases inside the Woomera restricted area are long gone.
The state government issued the exploration leases years ago.. Its the federal government that allows the access.
Companies snapped the lease in the hope expolration would be possible.
There are some companies out there that have leases but dont have any cash. I think it would make sense if they merged with a cash poor explorer that has some decent leases All the good stuff is gone, but there are quite a few explorers that are unlisted and have half decent leases and no cash..

As for finding an elephant herd... well its sounds a little optimistic.. maybe another elepant or two, and a few zebra's forget the herd of elepants...
look at what BHP has, they already have the best leases in the woomera restricted area.
