Stealing is when the children are taken away from their parents and never allowed to see their parents or their birth environment ever again. When parents or any other relatives, for that matter, have no idea where these children are and where the children have no idea or given disinformation about their origin, their environment and or how, once "saved" they could learn anything about their past: their connection to their culture, to their extended as well as the immediate family members.
If "removal" must take place -and I can see a thousand steps that could be taken before that happens- then it should be temporary and definitely with the ability of relos to keep in touch with them. Good records should be kept of the complete history of the "removal" and "removers" should be held totally responsible for that act.
No such steps were taken when the "stolen generations" happened.
