    The paragraph about not paying distributions looks like it only applies (as you might expect) to CNP.

    I can find no mention of it in the CER announcements. There is a section 'Distributions' in the CER announcement which says they are not providing guidance at this time, but there is no mention of a distribution stopper at all.
