I am trying to understand what they think they are doing

Now I am going to deduce if the RBA feels this way they have felt this way for a little while.Therefore, I am going to assume the government, for a while thinks spending a lot of money will now trigger inflation at rate rises.
If the last sentence is true is it fair to deduce again that if the government felt they could not spend more because that would trigger inflation and rate rises from RBA in response which they think is bad that is why they looked for alternative stimulus measures without the spend?? Is it then fair to postulate some policy advisors felt increases immigration was a way in their minds to stimulate without more spend and that is part of their reasoning for massive higher immigration that Bob Carr referred to as lazy policy??
Does anyone think their is any truth to these suggestions or are their other reasons behind crazy high immigration??
