Possibly, but at the same time - why would the problem hit the SML data specifically, and not any of the other licenses and applications? And why now? It's a little bit coincidental if it is just because of a dodgy web application.

I'm not saying that you're wrong, mind. Only pointing out that the probabilities suggest (but don't prove!) alternate answers. (Speaking as somebody who used to work as a software developer and has a bit of an understanding of some of the things that can happen.)

The counterpoint, of course, is: why would they update the data on the public facing website without first announcing the license? That wouldn't speak well of policies and processes in the back office rooms. To me, were I designing a system like this, updating the data that's visible to the public would be the LAST thing to do, especially for something as significant as a mining license. But then, if it's a relatively new system and they haven't been down this particular path before, it might be an overlooked gap in the software...

... okay, I'm definitely overthinking this now. Time to switch off the computer and go read a book.
