With all due respect, the fact that PM8 is gone from the ASX is not a count against it. (Nor, contrary to what some would say, do I consider it a count in its favour). It's still trading on the London stock exchange; close last night was 180.00 GBX (about $3.24 AUD). The question of what will happen to the thorium in its ore is a valid one, but I have to say that bluntly, the concerns around thorium are generally hugely overblown, making it much more a political problem than a scientific/engineering problem. I think you're overestimating the timeframe until it gets to production.

Which is not to say that for one to succeed, another must lose. There's room enough in the rare earth market for both Pensana and Peak, and I would agree that of the two, Peak is much more severely undervalued. But they are easily the two best picks of the bunch that you name, IMO. (Disclosure: I hold shares in both.)
