The death of the chief secretary, Kijazi, on 17/2 would have prevented the cabinet meeting taking place to grant the licences before the Mining Conference.
The appointment of the new Chief Secretary on Saturday should pave the way to the SML grant in very short order.
As us arm chair experts would know. There would not be an SML...
