    WISCO is the 3rd largest steel producer in China, one of the first established steel mills, it's state-owned a.k.a. fully backed by the government.

    Baotou is the largest Rare Earth producer in China.

    You got to ask why they didn't team up with some other minnow instead of CXM. Interest question isn't it?
