Easy to have a budget surplus if tax and borrowing is high. The surplus is being saved up for a pork barrel before the election. It doesn't mean they are doing something right just because there is a surplus.
I have a surplus on my credit card because Mastercard keep increasing my limit even though I hardly ever use it. Government should stop using their credit card instead of taking it to the limit.
