He appointed a woman who would have been pretty far removed from his political spectrum to work on options and the first Māori head of Māori affairs was appointed - a brilliant and charming man. He was responsible for setting up the Danks committee in respect of freedom of information and the privacy commission. Plenty more that seemed so at odds with some of his other approaches to power.
