Well Rye, there is always an exception to the rule so I hope for the sake of the Cuban people that you are right in what you say. The history of communism, despotic regimes etc, however, would indicate otherwise and it is that history which creates the sovereign risk. Time will tell if Raul Castro is indeed a true statesman and can bring Cuba in from the cold with a properly functioning fair and free democracy. Just opening the country up to westerner's money doesn't change the leopards spots. Again you just have to look at China to understand that . I will be impressed if he can pull that off though . But even if he does, what then after his retirement? Will the next appointee be as democratic and build on the concept? Such questions remind me of the adage," Power corrupts, but absolute power corrupts absolutely" and it takes a strong constitution, and the will of the people to maintain such a delicate idea as democracy.
