i still think that seeing that whn did much dirty work promoting seychelles oil potential after creating info database, that they probably already have some deal pretty much done... and it will involve new permits with a partner that has cash to drill both existing tenement and new ones... i think its just a matter of how much whn needs to give up, n terms of % of current tenements...
